The "responsibility of protection" is actually accepting the obligation and duty to protect people against the 4 crimes of genocide, war crimes, crimes against humanity and ethnic cleansing in three dimensions: "prevention", "reaction" and "reconstruction". Military intervention in the form of the doctrine of the responsibility of protection in Iraq caused the downfall of the ruling system and, as a result, the destruction of the military, law enforcement, security and intelligence infrastructures of that country. Therefore, the national sovereignty and national security of that country collapsed. The purpose of this article is the pathology of the doctrine of responsibility regarding the emergence of Takfiri Salafi groups in Iraq. The basis of the work is the study of the emergence and strengthening of Takfiri Salafi groups in Iraq. The success rate of this article is positive based on the obtained results, and based on it, it was observed that the doctrine of responsibility, if it succeeds in destroying the oppressive system, will disrupt the national security and national sovereignty of the country that was invaded. It will take years for that country to rebuild itself and reach sufficient security capacity. Following the security vacuum in Iraq, the birth and growth of takfiri groups and other racial and religious groups can be seen following the application of the doctrine of responsibility for support and the US military attack on Iraq. This damage has been specially explored in this article.
