Due to its unique geographical and climatic conditions, the city of Ardabil has always faced various natural crises such as floods, droughts, heatwaves, cold spells, hail, and storms. These crises have had widespread negative impacts on urban infrastructure, the economy, and the quality of life of citizens. The present study aims to identify urban crises in Ardabil and examine the role of public law in managing these crises. The findings indicate that the lack of resilient infrastructure, insufficient coordination among responsible institutions, shortage of financial and human resources, and weak information systems are among the main challenges in crisis management in this city. Additionally, inadequate training for citizens and executive officials has increased vulnerability and human casualties during crises. The role of public law and the existence of clear legal frameworks are crucial in defining responsibilities and facilitating decision-making and resource allocation in emergency situations. This research emphasizes the necessity of reviewing and strengthening laws related to crisis management, promoting safety culture, enhancing inter-agency cooperation, and developing resilient infrastructure. Ultimately, active citizen participation, continuous training, and raising public awareness can increase social resilience against crises and lead to improved quality of life and reduced damages.
