With the rapid expansion of drone technology and its application in intelligence and espionage operations, new legal and ethical challenges have emerged on both international and domestic fronts, making the oversight of these tools a primary concern for legal and security systems. the lack of a coherent framework for supervising drone espionage operations that simultaneously covers legal principles such as the principle of proportionality and educational foundations based on professional conscience among armed forces personnel. The primary objective of this study is to explain and formulate an efficient supervisory model that, while ensuring national security, prevents violations of legitimate privacy and breaches of ethical principles. The present research employs a descriptive-analytical method based on library studies and documentary analysis. The findings indicate that a purely technical or security-oriented approach to drone supervision is insufficient, and existing gaps in domestic and international laws require filling through the integration of jurisprudential teachings with educational discussions. Furthermore, it was determined that emphasizing the “principle of proportionality” as a criterion for assessing the legitimacy of actions, and strengthening “professional conscience” as an executive guarantor of professional ethics, are two fundamental pillars for reducing collateral damage and increasing operational efficiency. The final conclusion is that establishing a multi-dimensional supervisory system, where hardware/software regulations are blended with the moral education of human forces, can serve as a sustainable solution for managing risks associated with drone espionage, and this model can serve as a basis for legal reforms and educational planning within the armed forces.
